The 25x76mm and the 76x25mm are the same dimensions rotated 90 degrees. The 25x76mm is portrait: 25mm wide, 76mm tall — a tall thin label that wraps around cables, tubes and narrow vertical surfaces. The 76x25mm is landscape: 76mm wide, 25mm tall — a wide shallow label for shelf edges, product faces and horizontal surfaces. The landscape format gives you 2,580 per roll vs 930 for the portrait. The 51x25mm is a shorter landscape alternative at 51mm wide, 25mm tall, also 2,580 per roll. Use the 25x76mm when the portrait orientation is the requirement; use the landscape formats when horizontal application suits the surface.
